How Portal Connectivity Works in the PoE2 Citadel Planner

Every room in the PoE2 Temple Planner is a node in a directed graph. The planner uses a breadth-first search (BFS) starting from the Sanctum Entrance and walking along every open portal connection. Only rooms reachable through a continuous chain of open portals are counted toward your drop yield. Rooms cut off by closed connections are dimmed and locked — exactly as they would be in-game. This matters enormously for T17 Citadel farming: a wealth room isolated behind a single closed portal contributes zero currency to your run, no matter how valuable it is.

Click any connection line in the planner to toggle it open (amber glow) or closed (stone grey). The Drop Yield Estimate panel on the right updates instantly, recalculating your Divines/run and Fragments/run based only on the rooms your Exile can physically reach on the way to the Arbiter's Throne.

Arbiter Scaling: Why Your Kill Count Changes Everything

The most misunderstood mechanic in PoE2's Citadel system is Arbiter Progression. Each Arbiter kill (tracked from 0 to 4) unlocks a new power stage that multiplies your entire run's output — not just a single room. The PoE2 Temple Planner models every stage:

  • Stage 0 — Dormant:{" "} Baseline drop rates. Treat this as your floor. Even with perfect portal routing, you are leaving multipliers on the table if you have not engaged the Arbiter.
  • Stage 1 — Awakened (1 kill):{" "} +5% Divine Orb chance across all reachable wealth rooms. The first kill pays for itself almost immediately in Arbiter scaling efficiency.
  • Stage 2 — Emboldened (2 kills):{" "} Fragment quantities ×1.5. This is where dedicated Fragment optimization builds see their first major spike — relevant for players supplying Void Stones and map fragments to bulk buyers.
  • Stage 3 — Ascendant (3 kills):{" "} Modifier rooms (Delirium Core, Storm Shrine) now contribute a ×1.3 multiplier on top of all other bonuses. At this stage, routing through modifier rooms before reaching wealth rooms becomes mathematically correct.
  • Stage 4 — Corrupted (4 kills):{" "} Max-roll chance applied to every room's drop table. The pinnacle of T17 Citadel farming. Divine Orb and Fragment multipliers compound here; never log out of a Corrupted-stage Citadel without a fully optimized portal route.

Room Priority for Fragment Optimization and Divines-per-Hour

Not all Citadel rooms are equal. The PoE2 Temple Planner color-codes rooms by category so you can see at a glance where to route your portals:

  • Arbiter's Vaults / Citadel of Despair (Wealth):{" "} Primary Divine Orb sources. In a Corrupted-stage run, a fully connected pair of wealth rooms can represent 80% of your total Divines/run. Always maximize portal reach to these first.
  • Fragment Vault / Tribute Hall (Fragment):{" "} Bulk Fragment output. At Emboldened (Stage 2) and above, Fragment rooms become the highest-value nodes for players running Fragment optimization strategies targeting Void Stones or endgame boss access.
  • Delirium Core / Storm Shrine (Modifier):{" "} Zero direct currency at Stages 0–2, but at Ascendant (Stage 3) each reachable modifier room adds a ×1.13 multiplier to your entire haul. At Stage 3+, routing through a modifier room before your wealth cluster is strictly better.
  • Breach Nexus (Wealth + Breach):{" "} Unique hybrid — contributes both Divine value and Fragment output. Treat it as a wealth room in portal routing priority.
